The operative words were read from a verbatim reproduction of the Government Gazette text of the 2021 Emergency Decree (Thai Wikisource); the Gazette PDF itself was not loaded this pass. Confirming against ratchakitcha.soc.go.th would lift this to primary.

What this value means

Unified civil-and-commercial structure since 11 April 2021: s. 7 fixes the GENERAL statutory rate at 3% (where interest is payable but no rate fixed), and s. 224 fixes DEFAULT (late-payment) interest at the s. 7 rate plus 2 percentage points = 5%. The s. 7 rate is adjustable by Royal Decree on the Ministry of Finance's triennial review against average bank deposit/lending rates — the first review window (2024) produced NO Royal Decree, so 3%/5% remain in force; a future adjustment moves both rates together. Creditors with other lawful grounds can still claim higher. TRANSITION TRAP: 3%/5% apply only to interest falling due from 11 April 2021; the old 7.5% applies to earlier periods. Monitoring point: watch the Royal Gazette (ratchakitcha.soc.go.th) for a Royal Decree adjusting s. 7.
