India has no nationwide statutory holiday list binding the private sector; this is the DoPT closed-holiday ('gazetted') list of 17 for Central Government offices, the closest to a canonical national list. States/UTs declare their own holidays under the Negotiable Instruments Act, 1881 and state Shops & Establishments Acts, so observed holidays vary widely by state. NO substitution rule applies: DoPT allows no substitute holiday when a listed holiday falls on a weekly off — in 2026 Id-ul-Fitr (Sat 2026-03-21), Independence Day (Sat 2026-08-15) and Diwali (Sun 2026-11-08) fall on weekends and are NOT moved. Islamic holidays (Id-ul-Fitr, Id-ul-Zuha, Muharram, Id-e-Milad) depend on moon sighting and may be shifted by supplementary DoPT OM. Maha Shivaratri (2026-02-15, a Sunday) is not on the 2026 central list. Central employees additionally choose 2 restricted holidays from a separate list (excluded here). Outside Delhi, Central Government Employees Welfare Coordination Committees may swap up to 3 holidays; the Uttarakhand CGEWCC list loaded here is identical to the Delhi list (cross-verified against independent reproductions of the DoPT OM).
