Region is determined by the EMPLOYER's place of operation, not the employee's residence (Art. 3(3)): Vung I covers the urban cores of Hanoi and Ho Chi Minh City and the main industrial belts; Vung IV covers remaining rural districts. Employers in industrial parks / export-processing zones / hi-tech or concentrated digital-technology zones straddling regions must apply the highest region's rate (Art. 3(3)(c)). The hourly floor is a genuine separate statutory figure, not a derived conversion; weekly, daily, piece-rate and lump-sum pay must convert to no less than the monthly or hourly floor per Art. 4(3). There is NO separate sectoral or agricultural minimum wage.
