Oman corporate tax rate

Oman's standard rate of income tax on the taxable income of Omani establishments, companies and permanent establishments, set by Article 52 of the Income Tax Law promulgated by Royal Decree No. 28/2009 (as amended, principally by Royal Decree No. 9/2017 and Royal Decree No. 118/2020) and administered by the Oman Tax Authority. Unlike Qatar, Bahrain, Kuwait and the UAE's pre-2023 position, Oman's corporate income tax is a GENERAL tax of broad application: it is not scoped to foreign ownership and it is not confined to oil and gas or banking. It applies to Omani-owned and foreign-owned entities alike, with no tax-free threshold.

What this value means

STANDARD RATE 15%, of general application — this is the structural point that separates Oman from its GCC neighbours. Oman has taxed business profits generally since long before the 2023-25 GCC wave: the Income Tax Law (Royal Decree 28/2009) applies to Omani proprietorships, LLCs, joint stock companies and permanent establishments of foreign entities, on Omani-source income, regardless of the nationality of ownership. There is NO ownership carve-out of the Qatari/Kuwaiti kind and NO tax-free threshold. RATE HISTORY: the rate was raised from 12% (which itself applied above a OMR 30,000 exempt slice) to a flat 15% with no exempt slice by Royal Decree No. 9/2017 (signed 19 February 2017, gazetted 26/27 February 2017, Official Gazette 1183), applying to financial years beginning on or after 1 January 2017 — hence effective_from 2017-01-01. The 2017 decree also removed most sectoral exemptions and introduced the small-taxpayer rate. EXCEPTIONS TO THE 15% — do not serve these as the headline: (a) SMALL TAXPAYERS 3% — a reduced 3% rate for qualifying Omani proprietorships and LLCs, gated on registered capital not exceeding OMR 50,000, gross income not exceeding OMR 100,000, an average workforce of not more than 15 in the tax year, and exclusion of certain activities; (b) PETROLEUM 55% — income from the sale of petroleum is taxed at 55%, with the charge applied as determined by the specific Exploration and Production Sharing Agreement between the company and the Government of Oman; (c) special regimes for free zones, the Special Economic Zone at Duqm, and entities with tailored concession agreements. PILLAR TWO — YES, OMAN HAS ENACTED IT: Royal Decree No. 70/2024, issued 31 December 2024, promulgates the Supplementary (Top-Up) Tax Law on constituent entities of multinational groups, introducing BOTH a Domestic Minimum Top-Up Tax (DMTT) and an Income Inclusion Rule (IIR) with effect from 1 January 2025. It applies to groups with consolidated revenue of at least EUR 750 million in two of the preceding four fiscal years, bringing their Omani effective rate up to 15%; excluded entities include government bodies, non-profits, pension funds, investment funds and real-estate investment vehicles. In-scope entities were required to register by 30 September 2025 and file within 15 months of fiscal year end. Because Oman's ordinary rate is already 15%, the DMTT is largely a backstop against incentive-driven low effective rates rather than a headline rate change — the served corporate-tax value stays 15%. WITHHOLDING: a separate 10% withholding tax applies to certain payments to non-residents (royalties, R&D, use of computer software, management/service fees) — that is not the corporate rate.
