Pakistan minimum wage
Pakistan has NO single statutory national minimum wage. Since the 18th Constitutional Amendment, wage fixation is a provincial subject: each province's tripartite Minimum Wages Board fixes and gazettes rates under its own law (Punjab Minimum Wages Act 2019, Sindh Minimum Wages Act 2015, KP Minimum Wages Act 2013, Balochistan Minimum Wages Act 2021). The federal government fixes the rate for the Islamabad Capital Territory and announces a headline national figure in the annual federal budget, which the provinces then broadly track. This series carries that federal budget figure for an UNSKILLED worker.

What this value means
DERIVATION, stated plainly: the FY2026-27 budget speech announces the increase as a PERCENTAGE (10%) and does not print a rupee figure. PKR 40,700 = PKR 37,000 x 1.10, where PKR 37,000 is the previous federal figure set by the Budget Speech 2024-25 (para 65: the minimum monthly wage is proposed to rise from thirty-two thousand (32,000) rupees to thirty-seven thousand (37,000) rupees) and left unchanged by the Budget Speech 2025-26 (which contains no minimum-wage paragraph). Both budget speeches are primary Finance Division documents; the arithmetic is ours and 40,700 is also the figure reported across Pakistani media at budget. Effective with the fiscal year beginning 1 July 2026. WHAT IS ACTUALLY BINDING ON AN EMPLOYER is the provincial gazette notification, not the federal budget line: for FY2025-26 Punjab, Sindh and Khyber Pakhtunkhwa all notified PKR 40,000/month for unskilled workers effective 1 July 2025 (Sindh notification late July 2025 under the Sindh Minimum Wages Act 2015, with semi-skilled 41,380, skilled 49,628 and highly-skilled 51,745, and an hourly floor of PKR 192) — i.e. the provinces already exceeded the federal 37,000 and may again exceed 40,700. DO NOT SERVE AS FACT: in July 2026 the Sindh Minimum Wages Board published DRAFT notifications in the Sindh Government Gazette proposing PKR 43,000/month for unskilled workers for FY2026-27 with a 14-day objection window; no final Sindh notification had issued at confirmation. Punjab's FY2026-27 gazette notification was also outstanding. ACCESS PROBLEMS for the source-watcher: (1) the provincial labour portals — labour.punjab.gov.pk, labour.sindh.gov.pk and jobcenter.punjab.gov.pk — all refused connections (ECONNREFUSED) from this location, so no provincial notification could be read at source; (2) the Finance Division publishes the budget speech only in URDU (the file labelled 'English Version' is the Urdu text) and it is typeset in a non-Unicode private-use font, so text extraction yields mojibake — the page must be RENDERED AND READ AS AN IMAGE (para 93 is on PDF page 51).
