What this value means

BS YEAR: fixed for the two-year cycle beginning 2082 Shrawan 1 = 17 July 2025, i.e. FY 2082/83 and FY 2083/84 BS. Section 106(1) of the Labour Act, 2074 obliges the Ministry to revise every two years, so the next revision is due with effect from 2084 Shrawan 1 (mid-July 2027) — this figure is CURRENT, not stale, even though it is a year old. THE HEADLINE NUMBER IS A SUM OF TWO COMPONENTS, AND THE SPLIT MATTERS. Nepali minimum wage is legislated as आधारभूत पारिश्रमिक (basic remuneration, Rs 12,170/month) plus महङ्गी भत्ता (dearness allowance, Rs 7,380/month). Several statutory entitlements — provident fund, gratuity and Social Security Fund contributions under the Contribution Based Social Security Act, 2074 — are computed on the BASIC component, not on the Rs 19,550 total, so a payroll that treats Rs 19,550 as 'basic' will over-contribute by roughly 60%. COVERAGE CARVE-OUT: the gazetted table is headed 'चिया बगान बाहेकका श्रमिकहरुको हकमा लागू हुने' — it applies to workers OTHER THAN tea-estate workers. Tea-garden (चिया बगान) workers are fixed separately and are not covered by these figures. PART-TIME IS HIGHER, NOT LOWER: the part-time hourly minimum is Rs 107, above the Rs 101 hourly rate for regular workers — the premium compensates for the absence of the monthly package. ARITHMETIC CHECK: the daily rate is not the monthly divided by 30 (19,550/30 = 651.67, against a legislated 754) and the hourly is not the daily divided by 8 (754/8 = 94.25, against a legislated 101). The three are separately fixed figures; do not derive one from another. PRIOR LEVEL — DO NOT SERVE AS FACT: the widely reported previous figure is Rs 17,300 per month (basic 10,820 + dearness allowance 6,480), Rs 668 per day and Rs 89 per hour, fixed for the cycle from 2080 Shrawan 1 (17 July 2023). The Ministry's website carries only the 2082 press release — no earlier minimum-remuneration notice was retrievable at confirmation — and the Nepal Gazette search endpoint at rajpatra.dop.gov.np returned no results for 'न्यूनतम पारिश्रमिक', so the earlier figures could not be verified against a primary source and no history entry is served. ACCESS: moless.gov.np serves over HTTPS only on the www host (the apex moless.gov.np presents a certificate that does not cover it), and the press release PDF is a SCANNED IMAGE with no text layer — the figures above were read off the rendered page image. dol.gov.np (Department of Labour and Occupational Safety) presented an incomplete certificate chain and could not be fetched.
