The tax Bangladesh deducts at source from payments to non-residents under section 119 of the Income Tax Act 2023 (আয়কর আইন, ২০২৩), which obliges the payer to deduct tax on any payment taxable to a non-resident at rates specified in the section's schedule, capped at 30% - dividends, interest, royalties and technical/professional fees mostly at 20%. Administered by the National Board of Revenue (NBR).

The operative charging words of s.119(1) are quoted from an English rendering of the Act, but the per-payment-type rate table (the s.119 schedule / 'Annexure 3' in NBR withholding guides) could not be quoted verbatim from the Bengali statute during this pass; the 20%/30% figures are taken from practitioner TDS charts for FY 2025-26 that reproduce the s.119 table. Treat the individual percentages as secondary until the Bengali table rows are quoted with translation.

What this value means

THERE IS NO SINGLE WITHHOLDING TAX RATE, WHICH IS WHY value IS NULL. Section 119 sets a per-payment-type schedule (mostly 20%, with 30% for dividends to non-corporate recipients and 10% for a few non-individual service categories) under a 30% statutory ceiling; a caller wanting a number must name which payment type and read withholding_rates rather than expecting a headline figure. ALL RATES ARE DOMESTIC STATUTORY RATES, BEFORE TREATY RELIEF. A double-tax agreement can reduce them, but s.119(2) makes relief a certificate procedure: the NBR Board, on application, may certify that the non-resident 'shall not pay any tax or shall pay tax at a reduced rate in Bangladesh' - without that certificate the payer withholds at the full domestic rate. We do NOT serve treaty rates: they are bilateral, run to thousands of country pairs, and applying one is a legal determination rather than a lookup. The Income Tax Act 2023 (Act No. 12 of 2023) commenced 22 June 2023, replacing the Income-tax Ordinance 1984 (whose s.56 held the equivalent table). Withholding under s.119 is generally treated as a minimum/final tax for the non-resident.
