Six prefectures delayed effectivity into 2026: Fukushima 1,033, Tokushima 1,046, Kumamoto 1,034, Oita 1,035 (all 2026-01-01), Gunma 1,063 (2026-03-01), Akita 1,031 (2026-03-31). effective_from is 2026-03-31 because until Akita's revision took effect its FY2024 rate of 951 remained the lowest floor in force; only from that date is 1,023 the nationwide minimum.
